Pratyahara is the capacity the Yogi has to develop by fixing his attention one-pointedly. He should be able to do this at will. If one is able to fix attention and not able to withdraw it, then one is obsession. But a yogi is not an obsessed person; he can fix his attention and withdraw it at will. It comes only through practice.
